Technique ICS

T0819: Exploit Public-Facing Application

Adversaries may leverage weaknesses to exploit internet-facing software for initial access into an industrial network. Internet-facing software may be user applications, underlying networking implementations, an assets operating system, weak defenses, etc. Targets of this technique may be intentionally exposed for the purpose of remote management and visibility.

An adversary may seek to target public-facing applications as they may provide direct access into an ICS environment or the ability to move into the ICS network. Publicly exposed applications may be found through online tools that scan the internet for open ports and services. Version numbers for the exposed application may provide adversaries an ability to target specific known vulnerabilities. Exposed control protocol or remote access ports found in Commonly Used Port may be of interest by adversaries.

Technique Mobile

T1664: Exploitation for Initial Access

Adversaries may exploit software vulnerabilities to gain initial access to a mobile device.

This can be accomplished in a variety of ways. Vulnerabilities may be present in the applications, the services, the underlying operating system, or the kernel itself. Several well-known mobile device exploits exist, including FORCEDENTRY, StageFright, and BlueBorne. Furthermore, some exploits may be possible to exploit without any user interaction (i.e. zero-click exploits, see Exploitation for Client Execution), making them particularly dangerous. Mobile operating system vendors are typically very quick to patch such critical bugs, ensuring only a small window where they can be exploited.

T1068: Exploitation for Privilege Escalation

Adversaries may exploit software vulnerabilities in an attempt to elevate privileges. Exploitation of a software vulnerability occurs when an adversary takes advantage of a programming error in a program, service, or within the operating system software or kernel itself to execute adversary-controlled code. Security constructs such as permission levels will often hinder access to information and use of certain techniques, so adversaries will likely need to perform privilege escalation to include use of software exploitation to circumvent those restrictions.

When initially gaining access to a system, an adversary may be operating within a lower privileged process which will prevent them from accessing certain resources on the system. Vulnerabilities may exist, usually in operating system components and software commonly running at higher permissions, that can be exploited to gain higher levels of access on the system. This could enable someone to move from unprivileged or user level permissions to SYSTEM or root permissions depending on the component that is vulnerable. This could also enable an adversary to move from a virtualized environment, such as within a virtual machine or container, onto the underlying host. This may be a necessary step for an adversary compromising an endpoint system that has been properly configured and limits other privilege escalation methods.

Adversaries may bring a signed vulnerable driver onto a compromised machine so that they can exploit the vulnerability to execute code in kernel mode. This process is sometimes referred to as Bring Your Own Vulnerable Driver (BYOVD).[1][2] Adversaries may include the vulnerable driver with files delivered during Initial Access or download it to a compromised system via Ingress Tool Transfer or Lateral Tool Transfer.

T1211: Exploitation for Stealth

Adversaries may exploit vulnerabilities to evade detection by hiding activity, suppressing logging, or operating within trusted or unmonitored components.

Adversaries may exploit a system or application vulnerability to avoid detection while maintaining access within an environment. Exploitation occurs when an adversary leverages a programming flaw to execute code in a manner that minimizes visibility or blends in with legitimate activity.

Rather than directly disabling defenses, adversaries may use exploitation to circumvent monitoring and logging mechanisms. This can include abusing vulnerabilities in logging pipelines, security tools, or cloud infrastructure to evade audit trails, suppress alerts, or operate without generating telemetry.

Adversaries may identify these opportunities through prior reconnaissance or by performing discovery of security controls after initial access. In some cases, vulnerabilities in SaaS or public cloud environments may be exploited to evade logging, obscure activity, or deploy infrastructure that remains hidden from standard monitoring tools.[1][2]

T0866: Exploitation of Remote Services

Adversaries may exploit a software vulnerability to take advantage of a programming error in a program, service, or within the operating system software or kernel itself to enable remote service abuse. A common goal for post-compromise exploitation of remote services is for initial access into and lateral movement throughout the ICS environment to enable access to targeted systems. [1]

ICS asset owners and operators have been affected by ransomware (or disruptive malware masquerading as ransomware) migrating from enterprise IT to ICS environments: WannaCry, NotPetya, and BadRabbit. In each of these cases, self-propagating (wormable) malware initially infected IT networks, but through exploit (particularly the SMBv1-targeting MS17-010 vulnerability) spread to industrial networks, producing significant impacts. [2]

T0822: External Remote Services

Adversaries may leverage external remote services as a point of initial access into your network. These services allow users to connect to internal network resources from external locations. Examples are VPNs, Citrix, and other access mechanisms. Remote service gateways often manage connections and credential authentication for these services. [1]

External remote services allow administration of a control system from outside the system. Often, vendors and internal engineering groups have access to external remote services to control system networks via the corporate network. In some cases, this access is enabled directly from the internet. While remote access enables ease of maintenance when a control system is in a remote area, compromise of remote access solutions is a liability. The adversary may use these services to gain access to and execute attacks against a control system network. Access to valid accounts is often a requirement.

As they look for an entry point into the control system network, adversaries may begin searching for existing point-to-point VPN implementations at trusted third party networks or through remote support employee connections where split tunneling is enabled. [2]

Adversaries may also gather victim host information via User-Agent HTTP headers, which are sent to a server to identify the application, operating system, vendor, and/or version of the requesting user agent. This can be used to inform the adversary’s follow-on action. For example, adversaries may check user agents for the requesting operating system, then only serve malware for target operating systems while ignoring others.[2]

T1589: Gather Victim Identity Information

Adversaries may gather information about the victim's identity that can be used during targeting. Information about identities may include a variety of details, including personal data (ex: employee names, email addresses, security question responses, etc.) as well as sensitive details such as credentials or multi-factor authentication (MFA) configurations.

Adversaries may gather this information in various ways, such as direct elicitation via Phishing for Information. Information about users could also be enumerated via other active means (i.e. Active Scanning) such as probing and analyzing responses from authentication services that may reveal valid usernames in a system or permitted MFA /methods associated with those usernames.[1][2] Information about victims may also be exposed to adversaries via online or other accessible data sets (ex: Social Media or Search Victim-Owned Websites).[3][4][5][6][7][8][9][10]

T1200: Hardware Additions

Adversaries may physically introduce computer accessories, networking hardware, or other computing devices into a system or network that can be used as a vector to gain access. Rather than just connecting and distributing payloads via removable storage (i.e. Replication Through Removable Media), more robust hardware additions can be used to introduce new functionalities and/or features into a system that can then be abused.

While public references of usage by threat actors are scarce, many red teams/penetration testers leverage hardware additions for initial access. Commercial and open source products can be leveraged with capabilities such as passive network tapping, network traffic modification (i.e. Adversary-in-the-Middle), keystroke injection, kernel memory reading via DMA, addition of new wireless access points to an existing network, and others.[1][2][3][4]

T1590.005: IP Addresses

Adversaries may gather the victim's IP addresses that can be used during targeting. Public IP addresses may be allocated to organizations by block, or a range of sequential addresses. Information about assigned IP addresses may include a variety of details, such as which IP addresses are in use. IP addresses may also enable an adversary to derive other details about a victim, such as organizational size, physical location(s), Internet service provider, and or where/how their publicly-facing infrastructure is hosted.

T1608.005: Link Target

Adversaries may put in place resources that are referenced by a link that can be used during targeting. An adversary may rely upon a user clicking a malicious link in order to divulge information (including credentials) or to gain execution, as in Malicious Link. Links can be used for spearphishing, such as sending an email accompanied by social engineering text to coax the user to actively click or copy and paste a URL into a browser. Prior to a phish for information (as in Spearphishing Link) or a phish to gain initial access to a system (as in Spearphishing Link), an adversary must set up the resources for a link target for the spearphishing link.

Typically, the resources for a link target will be an HTML page that may include some client-side script such as JavaScript to decide what content to serve to the user. Adversaries may clone legitimate sites to serve as the link target, this can include cloning of login pages of legitimate web services or organization login pages in an effort to harvest credentials during Spearphishing Link.[1][2] Adversaries may also Upload Malware and have the link target point to malware for download/execution by the user.

Adversaries may purchase domains similar to legitimate domains (ex: homoglyphs, typosquatting, different top-level domain, etc.) during acquisition of infrastructure (Domains) to help facilitate Malicious Link.

Links can be written by adversaries to mask the true destination in order to deceive victims by abusing the URL schema and increasing the effectiveness of phishing.[3][4]

Adversaries may also use free or paid accounts on link shortening services and Platform-as-a-Service providers to host link targets while taking advantage of the widely trusted domains of those providers to avoid being blocked while redirecting victims to malicious pages.[5][6][7][8] In addition, adversaries may serve a variety of malicious links through uniquely generated URIs/URLs (including one-time, single use links).[9][10][11][12] Finally, adversaries may take advantage of the decentralized nature of the InterPlanetary File System (IPFS) to host link targets that are difficult to remove.[13]

T1078.003: Local Accounts

Adversaries may obtain and abuse credentials of a local account as a means of gaining Initial Access, Persistence, Privilege Escalation, or Defense Evasion. Local accounts are those configured by an organization for use by users, remote support, services, or for administration on a single system or service.

Local Accounts may also be abused to elevate privileges and harvest credentials through OS Credential Dumping. Password reuse may allow the abuse of local accounts across a set of machines on a network for the purposes of Privilege Escalation and Lateral Movement.

T1204.002: Malicious File

An adversary may rely upon a user opening a malicious file in order to gain execution. Users may be subjected to social engineering to get them to open a file that will lead to code execution. This user action will typically be observed as follow-on behavior from Spearphishing Attachment. Adversaries may use several types of files that require a user to execute them, including .doc, .pdf, .xls, .rtf, .scr, .exe, .lnk, .pif, .cpl, .reg, and .iso.[1]

Adversaries may employ various forms of Masquerading and Obfuscated Files or Information to increase the likelihood that a user will open and successfully execute a malicious file. These methods may include using a familiar naming convention and/or password protecting the file and supplying instructions to a user on how to open it.[2]

While Malicious File frequently occurs shortly after Initial Access it may occur at other phases of an intrusion, such as when an adversary places a file in a shared directory or on a user's desktop hoping that a user will click on it. This activity may also be seen shortly after Internal Spearphishing.

T1204.003: Malicious Image

Adversaries may rely on a user running a malicious image to facilitate execution. Amazon Web Services (AWS) Amazon Machine Images (AMIs), Google Cloud Platform (GCP) Images, and Azure Images as well as popular container runtimes such as Docker can be backdoored. Backdoored images may be uploaded to a public repository via Upload Malware, and users may then download and deploy an instance or container from the image without realizing the image is malicious, thus bypassing techniques that specifically achieve Initial Access. This can lead to the execution of malicious code, such as code that executes cryptocurrency mining, in the instance or container.[1]

Adversaries may also name images a certain way to increase the chance of users mistakenly deploying an instance or container from the image (ex: Match Legitimate Resource Name or Location).[2]

T1204.005: Malicious Library

Adversaries may rely on a user installing a malicious library to facilitate execution. Threat actors may Upload Malware to package managers such as NPM and PyPi, as well as to public code repositories such as GitHub. User may install libraries without realizing they are malicious, thus bypassing techniques that specifically achieve Initial Access. This can lead to the execution of malicious code, such as code that establishes persistence, steals data, or mines cryptocurrency.[1][2]

In some cases, threat actors may compromise and backdoor existing popular libraries (i.e., Compromise Software Dependencies and Development Tools). Alternatively, they may create entirely new packages and leverage behaviors such as typosquatting to encourage users to install them.

T1584.008: Network Devices

Adversaries may compromise third-party network devices that can be used during targeting. Network devices, such as small office/home office (SOHO) routers, may be compromised where the adversary's ultimate goal is not Initial Access to that environment, but rather to leverage these devices to support additional targeting.

Once an adversary has control, compromised network devices can be used to launch additional operations, such as hosting payloads for Phishing campaigns (i.e., Link Target) or enabling the required access to execute Content Injection operations. Adversaries may also be able to harvest reusable credentials (i.e., Valid Accounts) from compromised network devices.

Adversaries often target Internet-facing edge devices and related network appliances that specifically do not support robust host-based defenses.[1][2]

Compromised network devices may be used to support subsequent Command and Control activity, such as Hide Infrastructure through an established Proxy and/or Botnet network.[3]

Adversaries may gather information about the victim's network security appliances that can be used during targeting. Information about network security appliances may include a variety of details, such as the existence and specifics of deployed firewalls, content filters, and proxies/bastion hosts. Adversaries may also target information about victim network-based intrusion detection systems (NIDS) or other appliances related to defensive cybersecurity operations.
