CVE-2026-28219: Privilege Escalation via Mass Assignment Allows Regular Users to Set Topics as Global Banners

Discourse is an open source discussion platform. Prior to versions 2025.12.2, 2026.1.1, and 2026.2.0, an improper authorization check in the topic management logic allows authenticated users to modify privileged attributes of their topics. By manipulating specific parameters in a PUT or POST request, a regular user can elevate a topic’s status to a site-wide notice or banner, bypassing intended administrative restrictions. Versions 2025.12.2, 2026.1.1, and 2026.2.0 patch the issue. There are no practical workarounds to prevent this behavior other than applying the security patch. Administrators concerned about unauthorized promotions should audit recent changes to site banners and global notices until the fix is deployed.

Security readout for executives and security teams

Plain-English summary

A logged-in Discourse user could mark their own topic as a global banner or site-wide notice without administrator permission. This affects visibility and content integrity, not confidentiality or availability. The vendor rates severity low and provides patched versions.

Executive priority

Treat as low urgency but patch during the next normal maintenance window. Escalate if the forum is public-facing, open-registration, or used for official announcements where unauthorized banners could mislead users.

Technical view

CVE-2026-28219 is a CWE-915 mass assignment issue in Discourse topic management. Before fixed versions 2025.12.2, 2026.1.1, and 2026.2.0, authenticated users could modify privileged topic attributes through topic update requests, bypassing intended authorization checks. CVSS v4.0 score is 1.3.

Likely exposure

Exposure is limited to Discourse deployments running vulnerable versions where untrusted or regular users can authenticate and create or manage topics. Public communities with open registration have the broadest practical exposure.

Exploitation context

Sources do not report active exploitation, and the CVSS exploit maturity is unreported. Abuse requires an authenticated regular user account. Impact is limited to unauthorized promotion of topics to banners or global notices.

Researcher notes

Evidence is limited to the CVE record and GitHub advisory. No practical workaround is named besides applying the patch. Do not assume broader privilege escalation beyond unauthorized topic banner or notice status changes.

Mitigation direction

  • Upgrade Discourse to 2025.12.2, 2026.1.1, 2026.2.0, or later as applicable.
  • Prioritize patching public or open-registration Discourse sites.
  • Audit recent site banners and global notices for unauthorized changes.
  • Check the GitHub security advisory for any updated vendor instructions.

Validation and detection

  • Identify all Discourse instances and their release tracks.
  • Confirm each instance is at or above the fixed version for its track.
  • Review recent banner and global notice changes for unexpected user actions.
  • Verify administrative roles and topic-management permissions after patching.
