CVE-2026-21951: Vulnerability in the PeopleSoft Enterprise PeopleTools product of Oracle PeopleSoft (component: Integration...

Vulnerability in the PeopleSoft Enterprise PeopleTools product of Oracle PeopleSoft (component: Integration Broker). Supported versions that are affected are 8.60, 8.61 and 8.62. Easily exploitable vulnerability allows unauthenticated attacker with network access via HTTP to compromise PeopleSoft Enterprise PeopleTools. Successful attacks require human interaction from a person other than the attacker and while the vulnerability is in PeopleSoft Enterprise PeopleTools, attacks may significantly impact additional products (scope change). Successful attacks of this vulnerability can result in unauthorized update, insert or delete access to some of PeopleSoft Enterprise PeopleTools accessible data as well as unauthorized read access to a subset of PeopleSoft Enterprise PeopleTools accessible data. CVSS 3.1 Base Score 6.1 (Confidentiality and Integrity impacts). CVSS Vector: (CVSS:3.1/AV:N/AC:L/PR:N/UI:R/S:C/C:L/I:L/A:N).

Security readout for executives and security teams

Plain-English summary

CVE-2026-21951 affects Oracle PeopleSoft Enterprise PeopleTools Integration Broker. An unauthenticated attacker who can reach the system over HTTP could manipulate a user into interaction that leads to limited unauthorized data reading or modification. The issue is medium severity, but PeopleSoft often supports sensitive HR, finance, or operational workflows, so exposure should be reviewed promptly.

Executive priority

Treat as a timely patch-management item, not an emergency unless PeopleSoft is internet-facing or contains highly sensitive workflows. Prioritize validation and Oracle CPU review because exploitation requires no attacker authentication but does require user interaction.

Technical view

Oracle describes a CWE-79 vulnerability in PeopleSoft Enterprise PeopleTools Integration Broker, affecting supported versions 8.60, 8.61, and 8.62. CVSS 3.1 is 6.1: AV:N/AC:L/PR:N/UI:R/S:C/C:L/I:L/A:N. Exploitation is network-accessible over HTTP, requires user interaction, changes scope, and can allow limited confidentiality and integrity impact.

Likely exposure

Organizations running PeopleSoft Enterprise PeopleTools 8.60, 8.61, or 8.62 with HTTP-accessible Integration Broker components are potentially exposed. Internet-facing or broadly reachable PeopleSoft environments increase practical risk, especially where users can be induced to interact with attacker-controlled content.

Exploitation context

The CVE is not listed as CISA KEV in the provided data, and no cited source states active exploitation. The vulnerability is described as easily exploitable, unauthenticated, and network reachable, but it requires human interaction by someone other than the attacker.

Researcher notes

Evidence supports a PeopleTools Integration Broker CWE-79 issue with scope change and limited data read/write impact. Public details do not include proof of exploitation, exploit mechanics, or standalone mitigations beyond Oracle advisory review. Avoid assuming affected modules beyond the stated component and versions.

Mitigation direction

  • Confirm whether PeopleTools 8.60, 8.61, or 8.62 is in use.
  • Review Oracle January 2026 Critical Patch Update guidance for this CVE.
  • Apply vendor-recommended patches or updates where applicable.
  • Restrict unnecessary HTTP access to PeopleSoft components.
  • Prioritize remediation for internet-facing or high-sensitivity PeopleSoft environments.

Validation and detection

  • Inventory PeopleSoft Enterprise PeopleTools versions across environments.
  • Identify systems exposing Integration Broker over HTTP.
  • Check Oracle CPU applicability for CVE-2026-21951.
  • Verify patch or mitigation status in change records.
  • Review access controls and exposure paths to PeopleSoft HTTP endpoints.
