CVE-2026-21876: OWASP CRS has multipart bypass using multiple content-type parts

The OWASP core rule set (CRS) is a set of generic attack detection rules for use with compatible web application firewalls. Prior to versions 4.22.0 and 3.3.8, the current rule 922110 has a bug when processing multipart requests with multiple parts. When the first rule in a chain iterates over a collection (like `MULTIPART_PART_HEADERS`), the capture variables (`TX:0`, `TX:1`) get overwritten with each iteration. Only the last captured value is available to the chained rule, which means malicious charsets in earlier parts can be missed if a later part has a legitimate charset. Versions 4.22.0 and 3.3.8 patch the issue.

Security readout for executives and security teams

Plain-English summary

This flaw lets specially structured file-upload style requests bypass an OWASP Core Rule Set detection rule. Organizations using affected CRS versions may have less WAF protection than expected, especially for internet-facing applications that rely on CRS to block suspicious multipart content.

Executive priority

High priority. Patch or confirm vendor-managed remediation quickly for public applications relying on OWASP CRS. The issue weakens a security control rather than directly compromising an application, but the CVSS score and bypass nature justify urgent handling.

Technical view

Before CRS 4.22.0 and 3.3.8, rule 922110 mishandles chained rule captures while iterating MULTIPART_PART_HEADERS. Earlier captured charset values can be overwritten by later parts, so a malicious charset in an earlier multipart section may be missed when a later section looks legitimate.

Likely exposure

Exposure is likely where OWASP CRS versions below 4.22.0 or below 3.3.8 protect web applications and process multipart requests. Risk is higher for public applications accepting uploads or form submissions. Bundled CRS copies in WAF products should be checked against vendor packaging.

Exploitation context

The CVE is not listed in KEV, and the provided sources do not prove active exploitation. A public GitHub reference is tagged as exploit in the source bundle, so defenders should assume technical details may be accessible and prioritize remediation.

Researcher notes

Focus validation on CRS rule 922110 and multipart header handling. The advisory describes capture variable overwrite across chained rule iteration. Avoid assuming backend compromise; the demonstrated security impact is WAF rule bypass. Evidence for real-world exploitation is not provided in the bundle.

Mitigation direction

  • Upgrade OWASP CRS to 4.22.0 or 3.3.8.
  • Check WAF vendor guidance if CRS is bundled or managed.
  • Prioritize internet-facing applications accepting multipart form data.
  • Review temporary controls with the vendor if immediate upgrade is impossible.

Validation and detection

  • Inventory deployed OWASP CRS versions across WAF environments.
  • Confirm affected versions are not below 4.22.0 or 3.3.8.
  • Verify managed WAF packages include the patched CRS release.
  • Review WAF logs for unusual multipart requests with multiple part headers.
