Security readout for executives and security teams
Plain-English summary
A critical flaw in Fortinet's FortiWeb web application firewall lets an unauthenticated attacker on the network reach administrative functions by sending specially shaped web requests. Because FortiWeb sits in front of business-critical web apps, a successful attack could give intruders control of the firewall itself and a foothold to reach the apps it protects.
Executive priority
Treat as a critical, time-sensitive issue. FortiWeb is a perimeter security control protecting customer-facing web apps; a public proof-of-concept exists, and unauthenticated administrative takeover is feasible. Sponsor an immediate patch and exposure-review effort, and require status reporting from the team owning the FortiWeb fleet within days, not weeks.
Technical view
CVE-2025-64446 is a relative path traversal (CWE-23) in FortiWeb management HTTP/HTTPS handling affecting 8.0.0–8.0.1, 7.6.0–7.6.4, 7.4.0–7.4.9, 7.2.0–7.2.11, and 7.0.0–7.0.11. CVSS 9.4 (AV:N/AC:L/PR:N/UI:N, C/I/A:H) with vendor-rated E:H/RL:O/RC:C indicates a network-reachable, unauthenticated path leading to administrative command execution. WatchTowr Labs published a public auth-bypass proof-of-concept.
Likely exposure
Any FortiWeb appliance whose management or HTTP/HTTPS administrative interface is reachable from untrusted networks (especially the public internet) is directly exposed. Internal-only deployments are still at risk from a foothold attacker on the same network. The affected version range covers most currently supported FortiWeb branches, so unpatched fleets should assume exposure until proven otherwise.
Exploitation context
Public exploitation tooling exists: WatchTowr Labs has released a "watchTowr-vs-Fortiweb-AuthBypass" repository targeting this issue, and Fortinet's CVSS vector marks Exploit Code Maturity as High. The CISA KEV reference is included in the source bundle, but the bundle's kev flag is false; treat KEV status as needing verification against the live catalog. Either way, opportunistic scanning and weaponization should be assumed.
Researcher notes
CWE-23 path traversal in admin HTTP handling, chained per public reporting with an authentication bypass, yielding pre-auth admin command execution. CVSS metrics (PR:N, UI:N, S:U, C/I/A:H, E:H, RL:O, RC:C) align with that pattern. Validate fixed-version mapping directly from FG-IR-25-910 since the source bundle lists vulnerable versions but no explicit fixed build. Bundle marks kev:false despite a CISA KEV reference URL—reconcile with the live KEV catalog before publication.
Mitigation direction
- Apply the fixed FortiWeb release listed in Fortinet PSIRT advisory FG-IR-25-910 as soon as a maintenance window allows.
- Restrict the FortiWeb management interface to trusted management networks or VPN, never the public internet.
- If patching is delayed, follow any vendor-supplied workarounds in FG-IR-25-910 and disable HTTP/HTTPS admin access from untrusted sources.
- Rotate FortiWeb administrator credentials, API keys, and any stored secrets after patching, in case of prior compromise.
- Hunt logs for unexpected admin actions, configuration changes, or new accounts on FortiWeb appliances over recent weeks.
Validation and detection
- Inventory all FortiWeb appliances and record their exact firmware versions to confirm whether they fall in the listed vulnerable ranges.
- Verify each appliance is running a FortiWeb build at or above the fixed version named in FG-IR-25-910.
- Confirm exposure by checking which interfaces expose HTTP/HTTPS administration and from which source networks.
- Review CISA KEV catalog entry for CVE-2025-64446 to confirm current active-exploitation status before reporting.
- Check FortiWeb audit logs and SIEM for admin command execution from unexpected source IPs or user agents.

Relative Path Traversal
Relative Path Traversal represents a recurring weakness pattern that can create exploitable paths when design, validation, or implementation controls are missing.
