CVE-2023-32693: Decidim Cross-site Scripting vulnerability in the external link redirections

Decidim is a participatory democracy framework, written in Ruby on Rails, originally developed for the Barcelona City government online and offline participation website. The external link feature is susceptible to cross-site scripting. This allows a remote attacker to execute JavaScript code in the context of a currently logged-in user. An attacker could use this vulnerability to make other users endorse or support proposals they have no intention of supporting or endorsing. The problem was patched in versions 0.27.3 and 0.26.7.

Security readout for executives and security teams

Plain-English summary

CVE-2023-32693 is a cross-site scripting flaw in Decidim’s external link redirection feature. A remote attacker could run JavaScript in a logged-in user’s browser and potentially cause unwanted proposal endorsements or support actions. The issue is patched in Decidim 0.26.7 and 0.27.3.

Executive priority

Treat as high priority for affected civic engagement portals because the flaw can undermine user trust and integrity of participation outcomes. Patch promptly, but current sources do not prove active exploitation.

Technical view

The vulnerability is CWE-79 XSS affecting Decidim versions >=0.25.0 and <0.26.7, and >=0.27.0 and <0.27.3. CVSS 3.1 is 8.1, with network attack vector, low complexity, no privileges required, and required user interaction.

Likely exposure

Exposure is limited to organizations running affected Decidim versions, especially public participation portals with authenticated users and proposal endorsement or support workflows.

Exploitation context

The source bundle does not show CISA KEV listing or confirmed active exploitation. Exploitation requires user interaction and affects logged-in user context.

Researcher notes

Focus review on external link redirection handling and browser execution context. Avoid assuming broader Decidim components are affected unless vendor sources confirm it. Evidence is strong for affected ranges and fixed versions, but exploitation telemetry is not provided.

Mitigation direction

  • Upgrade Decidim 0.26.x deployments to 0.26.7 or later.
  • Upgrade Decidim 0.27.x deployments to 0.27.3 or later.
  • Review the GitHub advisory and release notes before rollout.
  • Prioritize portals where authenticated users can endorse or support proposals.

Validation and detection

  • Inventory Decidim versions across production, staging, and container images.
  • Confirm no deployment runs versions >=0.25.0 and <0.26.7.
  • Confirm no deployment runs versions >=0.27.0 and <0.27.3.
  • Review recent endorsement or support activity for unexpected user actions.
  • Regression-test external link redirection behavior with benign security test cases.
