CVE-2023-22515 lets unauthenticated external attackers compromise publicly reachable Atlassian Confluence Data Center or Server instances by creating unauthorized administrator accounts. Atlassian Cloud sites on atlassian.net are not affected. Because administrator access can expose sensitive wiki content and control the application, this is a board-level incident risk. Highest exposure is internet-facing Confluence Data Center or Server. Internal-only instances still matter if reachable from untrusted networks. Atlassian Cloud at atlassian.net is explicitly not affected. Treat this as an emergency for any self-managed Confluence. Internet-facing systems should be remediated or isolated immediately, then investigated for unauthorized administrator creation and data access.
