CVE-2023-22036: Vulnerability in the Oracle Java SE, Oracle GraalVM Enterprise Edition, Oracle GraalVM for JDK product of O...

Vulnerability in the Oracle Java SE, Oracle GraalVM Enterprise Edition, Oracle GraalVM for JDK product of Oracle Java SE (component: Utility). Supported versions that are affected are Oracle Java SE: 11.0.19, 17.0.7, 20.0.1; Oracle GraalVM Enterprise Edition: 20.3.10, 21.3.6, 22.3.2; Oracle GraalVM for JDK: 17.0.7 and 20.0.1. Difficult to exploit vulnerability allows unauthenticated attacker with network access via multiple protocols to compromise Oracle Java SE, Oracle GraalVM Enterprise Edition, Oracle GraalVM for JDK. Successful attacks of this vulnerability can result in unauthorized ability to cause a partial denial of service (partial DOS) of Oracle Java SE, Oracle GraalVM Enterprise Edition, Oracle GraalVM for JDK. Note: This vulnerability can be exploited by using APIs in the specified Component, e.g., through a web service which supplies data to the APIs. This vulnerability also applies to Java deployments, typically in clients running sandboxed Java Web Start applications or sandboxed Java applets, that load and run untrusted code (e.g., code that comes from the internet) and rely on the Java sandbox for security. CVSS 3.1 Base Score 3.7 (Availability impacts). CVSS Vector: (CVSS:3.1/AV:N/AC:H/PR:N/UI:N/S:U/C:N/I:N/A:L).

Security readout for executives and security teams

Plain-English summary

CVE-2023-22036 is a low-severity Oracle Java and GraalVM issue that can let an unauthenticated network attacker cause a limited denial of service. The business impact is availability disruption, not data theft or code execution, based on the provided sources.

Executive priority

Treat this as routine patch management unless affected runtimes sit on availability-sensitive services that process untrusted network data. It does not warrant emergency response based on the provided evidence, but should be closed in the normal Java update cycle.

Technical view

The flaw affects the Utility component in specified Oracle Java SE, GraalVM Enterprise Edition, and GraalVM for JDK versions. Oracle rates it CVSS 3.7 with network access, high attack complexity, no privileges, no user interaction, and low availability impact only.

Likely exposure

Exposure is most likely where affected Java or GraalVM versions process untrusted input through affected APIs, including web services. Client-side exposure may exist for sandboxed Java Web Start applications or applets running untrusted internet code.

Exploitation context

The source bundle does not show CISA KEV listing or cited evidence of active exploitation. Oracle describes exploitation as difficult and reachable over multiple protocols, with successful attacks causing only partial denial of service.

Researcher notes

No CWE is listed in the bundle. The CVSS vector is CVSS:3.1/AV:N/AC:H/PR:N/UI:N/S:U/C:N/I:N/A:L. Evidence supports network-reachable partial DoS only, not confidentiality, integrity, sandbox escape, or code execution.

Mitigation direction

  • Apply Oracle July 2023 CPU guidance or later supported Java and GraalVM updates.
  • Patch Debian OpenJDK packages using the referenced Debian security advisories where applicable.
  • Review the NetApp advisory if affected Java runtimes are embedded in NetApp products.
  • Reduce exposure of affected APIs to untrusted network-supplied data where feasible.
  • Retire or restrict sandboxed Java Web Start or applet use with untrusted code.

Validation and detection

  • Inventory Oracle Java SE and GraalVM runtime versions across servers and endpoints.
  • Flag versions 11.0.19, 17.0.7, 20.0.1, and listed GraalVM releases.
  • Identify web services that pass untrusted input into Java Utility component APIs.
  • Confirm Debian and vendor-managed systems received the referenced security updates.
  • Check whether any legacy Java Web Start or applet workflows remain in use.
