CVE-2022-21516: Vulnerability in the Enterprise Manager Base Platform product of Oracle Enterprise Manager (component: Ente...

Vulnerability in the Enterprise Manager Base Platform product of Oracle Enterprise Manager (component: Enterprise Manager Install). Supported versions that are affected are 13.4.0.0 and 13.5.0.0. Easily exploitable vulnerability allows unauthenticated attacker with network access via HTTP to compromise Enterprise Manager Base Platform. Successful attacks of this vulnerability can result in unauthorized update, insert or delete access to some of Enterprise Manager Base Platform accessible data as well as unauthorized read access to a subset of Enterprise Manager Base Platform accessible data and unauthorized ability to cause a partial denial of service (partial DOS) of Enterprise Manager Base Platform. CVSS 3.1 Base Score 7.3 (Confidentiality, Integrity and Availability impacts). CVSS Vector: (CVSS:3.1/AV:N/AC:L/PR:N/UI:N/S:U/C:L/I:L/A:L).

Security readout for executives and security teams

Plain-English summary

CVE-2022-21516 affects Oracle Enterprise Manager Base Platform 13.4.0.0 and 13.5.0.0. An unauthenticated attacker who can reach the service over HTTP could compromise some platform data and cause partial service disruption. Business risk is highest where Enterprise Manager is reachable from untrusted networks.

Executive priority

Treat this as a high-priority enterprise management platform issue, especially for externally reachable deployments. The vulnerability requires no credentials and could affect data integrity and availability, but provided sources do not support claims of active exploitation.

Technical view

The issue is in the Enterprise Manager Install component. Oracle rates it CVSS 7.3: network-accessible, low complexity, no privileges, no user interaction, with low confidentiality, integrity, and availability impact. Successful attack can read a subset of data, update/insert/delete some accessible data, and cause partial DoS.

Likely exposure

Organizations running Oracle Enterprise Manager Base Platform 13.4.0.0 or 13.5.0.0 with HTTP network access to Enterprise Manager are the likely exposure group. The provided sources do not identify other affected products or versions.

Exploitation context

The source bundle says exploitation is easy and unauthenticated over HTTP. It does not show CISA KEV listing or any cited evidence of active exploitation in the wild.

Researcher notes

Evidence is limited to the CVE record and Oracle advisory reference. No CWE, exploit proof, or detailed patch mechanics are included in the bundle. Avoid broad product assumptions beyond Enterprise Manager Base Platform 13.4.0.0 and 13.5.0.0.

Mitigation direction

  • Review Oracle's July 2022 Critical Patch Update guidance for CVE-2022-21516.
  • Apply the relevant Oracle Enterprise Manager Base Platform security update where applicable.
  • Limit Enterprise Manager HTTP access to trusted administrative networks.
  • Prioritize exposed or internet-reachable Enterprise Manager systems first.
  • Monitor vendor guidance for superseding patches or version-specific instructions.

Validation and detection

  • Inventory Oracle Enterprise Manager Base Platform versions in use.
  • Confirm whether any instances run 13.4.0.0 or 13.5.0.0.
  • Verify the July 2022 Oracle CPU or later applicable fix is applied.
  • Check whether Enterprise Manager HTTP endpoints are reachable from untrusted networks.
  • Review logs for unusual unauthenticated HTTP access or unexplained data changes.
