CVE-2021-2380: Vulnerability in the Oracle Applications Framework product of Oracle E-Business Suite (component: Attachmen...

Vulnerability in the Oracle Applications Framework product of Oracle E-Business Suite (component: Attachments / File Upload). Supported versions that are affected are 12.1.3 and 12.2.3-12.2.10. Easily exploitable vulnerability allows low privileged attacker with network access via HTTP to compromise Oracle Applications Framework. Successful attacks require human interaction from a person other than the attacker and while the vulnerability is in Oracle Applications Framework, attacks may significantly impact additional products. Successful attacks of this vulnerability can result in unauthorized access to critical data or complete access to all Oracle Applications Framework accessible data as well as unauthorized update, insert or delete access to some of Oracle Applications Framework accessible data. CVSS 3.1 Base Score 7.6 (Confidentiality and Integrity impacts). CVSS Vector: (CVSS:3.1/AV:N/AC:L/PR:L/UI:R/S:C/C:H/I:L/A:N).

Security readout for executives and security teams

Plain-English summary

CVE-2021-2380 is a high-severity Oracle E-Business Suite issue in Oracle Applications Framework file upload attachments. A low-privileged user reachable over HTTP could, with another user's interaction, gain unauthorized access to critical application data and modify some data. This is business-relevant because EBS often supports finance, HR, procurement, and operational workflows.

Executive priority

Prioritize remediation for internet-facing or broadly reachable EBS environments. The issue has high data-access impact, but sources do not confirm active exploitation.

Technical view

The vulnerability affects Oracle Applications Framework, component Attachments / File Upload, in EBS versions 12.1.3 and 12.2.3 through 12.2.10. Oracle rates it CVSS 3.1 7.6 with AV:N/AC:L/PR:L/UI:R/S:C/C:H/I:L/A:N. Impact is primarily confidentiality, with limited integrity impact and no stated availability impact.

Likely exposure

Organizations running Oracle E-Business Suite with exposed HTTP access to affected Oracle Applications Framework versions are the likely exposure group, especially where low-privileged accounts exist.

Exploitation context

The source bundle does not show CISA KEV listing or cited active exploitation. Exploitation requires low privileges, network access over HTTP, and human interaction by someone other than the attacker.

Researcher notes

Evidence is limited to Oracle/CVE metadata. No CWE, exploit technique, public proof-of-concept, or detailed root cause is provided in the source bundle. Avoid assuming file type bypass, upload execution, or specific exploitability beyond Oracle's CVSS vector and description.

Mitigation direction

  • Identify EBS instances using Oracle Applications Framework versions 12.1.3 or 12.2.3-12.2.10.
  • Review Oracle's July 2021 Critical Patch Update guidance for CVE-2021-2380.
  • Apply applicable Oracle vendor updates through standard EBS patch governance.
  • Restrict HTTP access to EBS administrative and user interfaces where business allows.
  • Review low-privileged EBS accounts and remove unnecessary access.

Validation and detection

  • Inventory Oracle E-Business Suite versions and confirm Oracle Applications Framework exposure.
  • Check whether July 2021 Oracle CPU fixes relevant to CVE-2021-2380 are applied.
  • Confirm affected HTTP endpoints are not broadly internet-accessible unless required.
  • Review application logs for unusual attachment or file upload activity.
  • Validate that low-privileged accounts cannot access sensitive attachment workflows unnecessarily.
