CVE-2021-0260: Junos OS: SNMP fails to properly perform authorization checks on incoming received SNMP requests.

An improper authorization vulnerability in the Simple Network Management Protocol daemon (snmpd) service of Juniper Networks Junos OS leads an unauthenticated attacker being able to perform SNMP read actions, an Exposure of System Data to an Unauthorized Control Sphere, or write actions to OIDs that support write operations, against the device without authentication. This issue affects: Juniper Networks Junos OS: 17.2 version 17.2R1 and later versions; 17.3 versions prior to 17.3R3-S9; 17.4 versions prior to 17.4R2-S12, 17.4R3-S5; 18.1 versions prior to 18.1R3-S13; 18.2 versions prior to 18.2R3-S8; 18.3 versions prior to 18.3R3-S5; 18.4 versions prior to 18.4R1-S8, 18.4R2-S5, 18.4R3; 19.1 versions prior to 19.1R2; 19.2 versions prior to 19.2R1-S6, 19.2R2; 19.3 versions prior to 19.3R2. This issue does not affect Juniper Networks Junos OS versions prior to 17.2R1.

Security readout for executives and security teams

Plain-English summary

CVE-2021-0260 is a Junos OS SNMP authorization flaw. If SNMP is reachable, an unauthenticated attacker could read device data or change writable SNMP objects without valid authentication. This affects multiple Junos OS 17.2 through 19.3 release trains.

Executive priority

Prioritize remediation for internet-facing or broadly reachable management interfaces first. This is a high-risk infrastructure issue because unauthenticated SNMP access can expose system data and potentially alter writable management objects.

Technical view

The Junos OS snmpd service fails to properly authorize incoming SNMP requests. The CVSS 3.1 score is 7.3, with network attack vector, low complexity, no privileges, and no user interaction. Impact is limited confidentiality, integrity, and availability exposure through SNMP read actions and writable OIDs.

Likely exposure

Exposure is most likely on Juniper devices running affected Junos OS releases with SNMP enabled and reachable from untrusted or broad internal networks. Versions before 17.2R1 are stated as unaffected.

Exploitation context

The source bundle does not show CISA KEV listing or cited evidence of active exploitation. The issue is still significant because it is remotely reachable, unauthenticated, and targets network infrastructure management services.

Researcher notes

Evidence supports improper authorization in Junos OS snmpd across listed 17.2 to 19.3 trains. The bundle does not provide exploit details, observed attacks, or compensating controls beyond version scope and vendor reference.

Mitigation direction

  • Upgrade affected Junos OS trains to fixed releases identified by Juniper guidance.
  • Restrict SNMP access to trusted management networks only.
  • Disable SNMP where it is not operationally required.
  • Review SNMP configuration for writable OIDs and unnecessary write capability.
  • Monitor vendor advisory JSA11151 for product-specific remediation details.

Validation and detection

  • Inventory Juniper devices and map Junos OS versions against the affected release list.
  • Confirm whether SNMP is enabled and reachable beyond trusted management paths.
  • Verify upgraded devices run a fixed or unaffected Junos OS release.
  • Review logs and monitoring for unusual SNMP access patterns.
  • Confirm SNMP write access is disabled or tightly controlled where possible.
