CVE-2020-2946: Vulnerability in the Application Performance Management product of Oracle Enterprise Manager (component: EM...

Vulnerability in the Application Performance Management product of Oracle Enterprise Manager (component: EM Request Monitoring). Supported versions that are affected are 12.1.0.5, 13.2.0.0 and 13.3.0.0. Easily exploitable vulnerability allows high privileged attacker with network access via HTTP to compromise Application Performance Management. Successful attacks of this vulnerability can result in unauthorized access to critical data or complete access to all Application Performance Management accessible data as well as unauthorized update, insert or delete access to some of Application Performance Management accessible data and unauthorized ability to cause a partial denial of service (partial DOS) of Application Performance Management. CVSS 3.0 Base Score 6.0 (Confidentiality, Integrity and Availability impacts). CVSS Vector: (CVSS:3.0/AV:N/AC:L/PR:H/UI:N/S:U/C:H/I:L/A:L).

Security readout for executives and security teams

Plain-English summary

CVE-2020-2946 affects Oracle Enterprise Manager Application Performance Management. A highly privileged user with HTTP network access could expose critical APM data, alter some data, or cause partial service disruption. This is not a public unauthenticated internet bug, but it matters where powerful accounts or admin network access are weakly controlled.

Executive priority

Treat as a controlled but important remediation item. It is not described as actively exploited and requires high privileges, but compromise could expose critical monitoring data and alter APM records. Prioritize patching on management systems and tighten privileged access.

Technical view

The vulnerable component is EM Request Monitoring in Oracle Enterprise Manager APM versions 12.1.0.5, 13.2.0.0, and 13.3.0.0. Oracle assigns CVSS 3.0 score 6.0: AV:N/AC:L/PR:H/UI:N/S:U/C:H/I:L/A:L, indicating network reachability, low complexity, high privileges required, and confidentiality-heavy impact.

Likely exposure

Exposure is likely limited to organizations running the listed Oracle Enterprise Manager APM versions with EM Request Monitoring reachable over HTTP by privileged users. Risk rises if administrator accounts are shared, over-provisioned, poorly monitored, or accessible from broad internal networks.

Exploitation context

The provided sources do not state active exploitation, public exploit availability, or KEV listing. Exploitation requires high privileges and HTTP network access, so insider misuse, compromised admin credentials, or lateral movement into management networks are the main concern based on the CVSS vector.

Researcher notes

Evidence is strongest for affected versions, component, CVSS vector, and impact. The source bundle does not provide root cause detail, exploit mechanics, CWE mapping, or workaround specifics. Avoid assuming unauthenticated exposure or public exploitation without additional vendor or threat-intelligence evidence.

Mitigation direction

  • Apply Oracle's April 2020 Critical Patch Update or later vendor-recommended patches for affected Enterprise Manager versions.
  • Restrict HTTP access to Enterprise Manager APM interfaces to trusted administrative networks.
  • Review and minimize high-privileged Enterprise Manager accounts with APM access.
  • Monitor APM for unusual privileged access, data changes, or service disruption.
  • Check current Oracle guidance before relying on compensating controls.

Validation and detection

  • Inventory Oracle Enterprise Manager APM deployments and versions.
  • Confirm whether EM Request Monitoring is present and exposed over HTTP.
  • Verify patch status against Oracle's April 2020 Critical Patch Update.
  • Review privileged account assignments and recent authentication activity.
  • Check logs for unexpected APM data access, changes, or partial outage events.
