Security readout for executives and security teams

Plain-English summary

CVE-2020-2740 affects Oracle Access Manager, part of Oracle Fusion Middleware. A low-privileged user who can reach the service over HTTP may cause limited unauthorized reading and modification of Oracle Access Manager data, but the attack requires another person to interact with it.

Executive priority

Moderate priority. This affects identity infrastructure, but the cited impact is limited and requires both privileges and user interaction. Remediate through normal vulnerability management unless the system is externally exposed or high-value.

Technical view

Oracle describes this as an Authentication Engine vulnerability in Access Manager 11.1.2.3.0 and 12.2.1.3.0. CVSS 3.0 is 4.6: network-accessible, low complexity, low privileges required, user interaction required, with low confidentiality and integrity impact and no availability impact.

Likely exposure

Exposure is limited to environments running Oracle Access Manager 11.1.2.3.0 or 12.2.1.3.0 where low-privileged users can reach it over HTTP.

Exploitation context

The provided sources do not show active exploitation or CISA KEV listing. Exploitation requires low privileges, network access via HTTP, and human interaction by someone other than the attacker.

Researcher notes

No CWE is listed in the source bundle, and Oracle’s short description does not disclose endpoint-level details. Avoid assuming broader product impact beyond Oracle Access Manager 11.1.2.3.0 and 12.2.1.3.0.

Mitigation direction

  • Check Oracle’s April 2020 Critical Patch Update guidance for CVE-2020-2740.
  • Prioritize remediation on internet-facing or broadly reachable Oracle Access Manager systems.
  • Restrict HTTP access to Oracle Access Manager to trusted networks where feasible.
  • Review Oracle Access Manager accounts for unnecessary low-privileged access.

Validation and detection

  • Inventory Oracle Access Manager deployments and confirm exact versions.
  • Verify whether versions 11.1.2.3.0 or 12.2.1.3.0 are present.
  • Confirm Oracle April 2020 CPU guidance has been evaluated or applied.
  • Review logs for unusual low-privileged activity against Access Manager.
