A Cleartext Transmission issue was discovered on Rubetek RV-3406, RV-3409, and RV-3411 cameras (firmware versions v342, v339). Someone in the middle can intercept and modify the video data from the camera, which is transmitted in an unencrypted form. One can also modify responses from NTP and RTSP servers and force the camera to use the changed values.

Security readout for executives and security teams

Plain-English summary

This issue affects Rubetek RV-3406, RV-3409, and RV-3411 cameras on firmware v342 or v339. Camera video is sent without encryption, so someone positioned on the network path could view or alter video traffic and tamper with NTP or RTSP responses.

Executive priority

Treat this as a network exposure and privacy risk, not a confirmed mass-exploitation emergency. Prioritize sites using affected cameras in sensitive locations or on networks where traffic can be intercepted.

Technical view

The CVE describes cleartext transmission of video data and modifiable NTP/RTSP server responses. The required attacker position is man-in-the-middle on the camera communication path. The source bundle provides no CVSS score, CWE, vendor patch, or confirmed exploitation evidence.

Likely exposure

Exposure is most likely where listed Rubetek cameras operate on shared, wireless, third-party, or internet-adjacent networks. Risk is lower on tightly isolated camera networks with trusted routing and controlled upstream NTP/RTSP access.

Exploitation context

The provided sources do not show CISA KEV listing or active exploitation. They describe an attacker in the middle intercepting or modifying cleartext video, NTP responses, and RTSP responses.

Researcher notes

The evidence is limited to the CVE description and linked public reference. No affected CPEs, CVSS vector, patch version, or exploit-in-the-wild evidence is provided in the source bundle.

Mitigation direction

  • Check Rubetek or integrator guidance for firmware updates or official mitigations.
  • Keep affected cameras off public or untrusted networks.
  • Segment camera networks from user, guest, and internet-facing systems.
  • Use VPN or secure tunneling for remote camera access where supported.
  • Restrict NTP and RTSP destinations through firewall rules.

Validation and detection

  • Inventory Rubetek RV-3406, RV-3409, and RV-3411 cameras and firmware versions.
  • Identify whether camera traffic crosses shared, wireless, or third-party network paths.
  • Review firewall rules for exposed camera, RTSP, and NTP services.
  • Confirm NTP and RTSP endpoints are expected and controlled.
  • Check vendor or integrator records for available firmware remediation.
