CVE-2020-14787: Vulnerability in the Oracle Communications Diameter Signaling Router (DSR) product of Oracle Communications...

Vulnerability in the Oracle Communications Diameter Signaling Router (DSR) product of Oracle Communications (component: User Interface). Supported versions that are affected are 8.0.0.0-8.4.0.5. Easily exploitable vulnerability allows low privileged attacker with network access via HTTP to compromise Oracle Communications Diameter Signaling Router (DSR). Successful attacks require human interaction from a person other than the attacker and while the vulnerability is in Oracle Communications Diameter Signaling Router (DSR), attacks may significantly impact additional products. Successful attacks of this vulnerability can result in unauthorized update, insert or delete access to some of Oracle Communications Diameter Signaling Router (DSR) accessible data as well as unauthorized read access to a subset of Oracle Communications Diameter Signaling Router (DSR) accessible data. CVSS 3.1 Base Score 5.4 (Confidentiality and Integrity impacts). CVSS Vector: (CVSS:3.1/AV:N/AC:L/PR:L/UI:R/S:C/C:L/I:L/A:N).

Security readout for executives and security teams

Plain-English summary

CVE-2020-14787 affects Oracle Communications Diameter Signaling Router, a telecom signaling product. A low-privileged attacker with HTTP network access could, with another user’s interaction, read or change some DSR-accessible data. The impact is limited confidentiality and integrity loss, but the affected system can be operationally important.

Executive priority

Treat as a prioritized maintenance item, especially in telecom environments where DSR supports critical signaling operations. It is not rated critical and active exploitation is not evidenced here, but affected exposed systems should be remediated through Oracle guidance.

Technical view

Oracle lists this as a User Interface vulnerability in DSR versions 8.0.0.0 through 8.4.0.5. The CVSS vector is AV:N/AC:L/PR:L/UI:R/S:C/C:L/I:L/A:N, meaning network reachable, low complexity, low privilege, user interaction required, changed scope, and no availability impact.

Likely exposure

Exposure is most likely where affected Oracle DSR versions are still deployed and their HTTP user interface is reachable by low-privileged authenticated users or adjacent network users.

Exploitation context

The source bundle does not show CISA KEV inclusion or cited evidence of active exploitation. The vendor description requires human interaction by someone other than the attacker, so practical abuse depends on UI reachability, account access, and user behavior.

Researcher notes

No CWE is provided in the bundle, and the public description does not identify the precise UI flaw class. Avoid assuming XSS, CSRF, or authorization bypass without vendor detail. Validation should focus on version, exposure, privileges, and remediation state.

Mitigation direction

  • Review Oracle’s October 2020 CPU guidance for DSR fixes.
  • Apply Oracle-provided patches or supported upgrades for affected DSR versions.
  • Restrict HTTP UI access to trusted administrative networks.
  • Review low-privileged DSR accounts and remove unnecessary access.
  • Monitor DSR UI activity for unexpected data reads or changes.

Validation and detection

  • Inventory all Oracle DSR deployments and record exact versions.
  • Flag versions 8.0.0.0 through 8.4.0.5 as affected.
  • Confirm whether the DSR HTTP UI is network reachable.
  • Verify Oracle CPU remediation status for each affected instance.
  • Check whether low-privileged users can access the DSR UI.
