CVE-2019-16017: Cisco Unified Customer Voice Portal Insecure Direct Object Reference Vulnerability

A vulnerability in the Operations, Administration, Maintenance and Provisioning (OAMP) OpsConsole Server for Cisco Unified Customer Voice Portal (CVP) could allow an authenticated, remote attacker to execute Insecure Direct Object Reference actions on specific pages within the OAMP application. The vulnerability is due to insufficient input validation on specific pages of the OAMP application. An attacker could exploit this vulnerability by authenticating to Cisco Unified CVP and sending crafted HTTP requests. A successful exploit could allow an attacker with administrator or read-only privileges to learn information outside of their expected scope. An attacker with administrator privileges could modify certain configuration details of resources outside of their defined scope, which could result in a denial of service (DoS) condition.

Security readout for executives and security teams

Plain-English summary

Cisco Unified CVP’s OAMP OpsConsole had an authorization weakness where logged-in users could access information beyond their assigned scope. Administrators could also change some out-of-scope configuration, potentially causing service disruption. This is not an internet-anonymous takeover issue, but it matters for environments where CVP administration is shared or role-scoped.

Executive priority

Treat as a moderate priority for CVP environments, higher where shared administration, outsourced support, or weak account governance exists. The main business risk is mis-scoped access and potential voice platform disruption, not unauthenticated compromise.

Technical view

CVE-2019-16017 is an insecure direct object reference in Cisco Unified Customer Voice Portal OAMP OpsConsole. Insufficient input validation on specific OAMP pages allowed authenticated remote users to send crafted HTTP requests. Read-only or administrator users could access unauthorized scoped information; administrators could modify certain out-of-scope resource configuration, with possible DoS impact.

Likely exposure

Exposure is limited to organizations running Cisco Unified Customer Voice Portal with reachable OAMP OpsConsole access. The attacker must authenticate, and the described impact depends on role scope, especially administrator or read-only accounts with access to affected pages.

Exploitation context

The provided sources do not show CISA KEV listing or active exploitation evidence. Exploitation requires authenticated access to Cisco Unified CVP and crafted HTTP requests against affected OAMP application pages. No public exploit details are needed to validate business risk.

Researcher notes

The bundle lacks fixed-version and workaround details, so remediation should be tied to Cisco’s advisory. CVSS 3.0 is 6.8 with network access, low complexity, high privileges, changed scope, and high availability impact. CWE is listed as CWE-264.

Mitigation direction

  • Review Cisco’s advisory for affected and corrected CVP releases.
  • Limit OAMP OpsConsole access to trusted administrative networks.
  • Audit read-only and administrator accounts for least-privilege scope.
  • Monitor OAMP configuration changes and unusual scoped resource access.
  • Follow Cisco guidance before applying upgrades or workarounds.

Validation and detection

  • Confirm whether Cisco Unified CVP is deployed.
  • Identify deployed CVP versions and compare against Cisco’s advisory.
  • Review who can authenticate to OAMP OpsConsole.
  • Check logs for unexpected OAMP resource access or configuration changes.
  • Verify administrative scopes match operational need.
