CVE-2019-15281: Cisco Identity Services Engine Stored Cross-Site Scripting Vulnerability

A vulnerability in the web-based management interface of Cisco Identity Services Engine (ISE) Software could allow an authenticated, remote attacker to conduct a stored cross-site scripting (XSS) attack against a user of the web-based management interface of an affected device. The attacker must have valid administrator credentials. The vulnerability is due to insufficient validation of user-supplied input by the web-based management interface of the affected software. An attacker could exploit this vulnerability by injecting malicious code into a troubleshooting file. A successful exploit could allow the attacker to execute arbitrary script code in the context of the affected interface or access sensitive, browser-based information.

Security readout for executives and security teams

Plain-English summary

Cisco ISE has a stored XSS issue in its web management interface. A malicious administrator could place script content in a troubleshooting file, and another management user who views it could have browser-based data exposed or actions affected within that interface.

Executive priority

Treat this as a moderate administrative-plane risk, not a mass-exploitation emergency. Prioritize if Cisco ISE is central to network access control, admin accounts are shared, or the management interface is reachable from broad networks.

Technical view

CVE-2019-15281 is CWE-79 in Cisco Identity Services Engine Software. The issue is insufficient input validation in the web-based management interface. Exploitation requires remote authenticated administrator access and user interaction. Successful exploitation can execute script in the affected interface context, with low confidentiality and integrity impact and no availability impact.

Likely exposure

Exposure is limited to Cisco ISE Software deployments where the web management interface is used. The source bundle does not specify affected versions, so teams should compare their installed releases against Cisco’s advisory rather than assuming scope.

Exploitation context

The CVE is not listed as KEV, and the provided sources do not state active exploitation. The attacker needs valid administrator credentials, reducing broad internet risk but keeping insider, compromised-admin, and shared-admin-account scenarios relevant.

Researcher notes

The provided bundle does not include fixed versions, workarounds, or observed exploitation. Key validation should focus on version matching against Cisco guidance, admin credential exposure, management interface reachability, and evidence of unusual troubleshooting file content or admin activity.

Mitigation direction

  • Check Cisco’s advisory for affected and fixed release guidance.
  • Inventory Cisco ISE deployments and installed software versions.
  • Restrict web management access to trusted administrative networks.
  • Remove unnecessary administrator accounts and shared admin access.
  • Prioritize remediation where ISE administration is broadly reachable.

Validation and detection

  • Confirm whether Cisco ISE Software is deployed in the environment.
  • Compare installed versions with the Cisco advisory.
  • Review who has administrator access to Cisco ISE.
  • Check whether the web management interface is exposed beyond admin networks.
  • Review suspicious troubleshooting file activity if compromise is suspected.
