CVE-2019-12716: Cisco Unified Communications Manager Cross-Site Scripting Vulnerability

A vulnerability in the web-based interface of Cisco Unified Communications Manager and Cisco Unified Communications Manager Session Management Edition (SME) could allow an unauthenticated, remote attacker to conduct a cross-site scripting (XSS) attack against a user of the web-based interface. The vulnerability is due to insufficient validation of user-supplied input by the web-based interface of the affected software. An attacker could exploit this vulnerability by persuading a user of the interface to click a crafted link. A successful exploit could allow the attacker to execute arbitrary script code in the context of the affected interface or access sensitive browser-based information.

Security readout for executives and security teams

Plain-English summary

CVE-2019-12716 is a cross-site scripting flaw in Cisco Unified Communications Manager and its Session Management Edition web interface. An attacker does not need credentials, but must persuade a user to click a crafted link. Successful exploitation could run script in that user's browser context or access browser-based information.

Executive priority

Treat as a moderate-priority exposure unless the management interface is widely reachable or heavily used by privileged staff. The likely business risk is browser-session compromise or information access through social engineering, not direct unauthenticated takeover.

Technical view

The vulnerability is CWE-79 from insufficient validation of user-supplied input in the affected Cisco web interface. CVSS 3.0 is 6.1: network exploitable, low complexity, no privileges required, user interaction required, changed scope, low confidentiality and integrity impact, no availability impact.

Likely exposure

Exposure is most relevant where Cisco Unified Communications Manager or Unified Communications Manager SME web interfaces are reachable by administrators or users who may follow external links. The source bundle does not specify affected versions or CPEs, so asset owners must confirm status against Cisco's advisory.

Exploitation context

The source bundle does not show CISA KEV listing or other evidence of active exploitation. Exploitation requires social engineering a user of the interface into opening a crafted link, making phishing resistance and management-interface exposure important factors.

Researcher notes

Do not assume more affected products or fixed versions than the sources provide. The key technical constraints are UI-required exploitation, no privileges required, and XSS impact limited to browser context with low confidentiality and integrity ratings.

Mitigation direction

  • Check Cisco's advisory for affected releases and fixed software guidance.
  • Apply Cisco-provided updates if your installed release is listed as affected.
  • Restrict access to the management web interface to trusted networks and users.
  • Warn administrators and helpdesk users about unsolicited links targeting management portals.
  • Prioritize remediation for internet-reachable or broadly accessible management interfaces.

Validation and detection

  • Inventory Cisco Unified Communications Manager and SME deployments.
  • Compare installed releases with Cisco's advisory applicability criteria.
  • Confirm management web interfaces are not publicly reachable unless explicitly required.
  • Review who has access to the affected web interface.
  • Document whether remediation is patching, access restriction, or vendor-guided exception handling.
