CVE-2019-12666: Cisco IOS XE Software Path Traversal Vulnerability

A vulnerability in the Guest Shell of Cisco IOS XE Software could allow an authenticated, local attacker to perform directory traversal on the base Linux operating system of Cisco IOS XE Software. The vulnerability is due to incomplete validation of certain commands. An attacker could exploit this vulnerability by first accessing the Guest Shell and then entering specific commands. A successful exploit could allow the attacker to execute arbitrary code on the base Linux operating system.

Security readout for executives and security teams

Plain-English summary

This flaw affects Cisco IOS XE Guest Shell. A highly privileged local user who already has Guest Shell access could escape intended path boundaries and run code on the underlying Linux OS. It is not described as remotely exploitable, but compromise of admin credentials could turn it into a serious device-control risk.

Executive priority

Treat this as a controlled but meaningful network infrastructure risk. Prioritize affected IOS XE devices that are internet-facing, centrally important, or managed by shared administrator accounts. Urgency rises if Guest Shell is broadly enabled or admin credential hygiene is weak.

Technical view

CVE-2019-12666 is a CWE-22 path traversal issue in Cisco IOS XE Guest Shell command validation. The CVSS 3.0 vector is AV:L/AC:L/PR:H/UI:N/S:U/C:H/I:H/A:H, reflecting local access, high privileges, and high confidentiality, integrity, and availability impact after successful exploitation.

Likely exposure

Exposure is limited to Cisco IOS XE Software 16.4.1 where Guest Shell is accessible to an authenticated local attacker with high privileges. The source bundle does not identify additional affected versions or platforms.

Exploitation context

The source bundle does not show CISA KEV listing or cited evidence of active exploitation. Exploitation requires prior authenticated local access to Guest Shell, then use of vulnerable command handling. No offensive procedure is provided here.

Researcher notes

The key constraint is prerequisite access: local, authenticated, high privilege, Guest Shell. Impact is severe after access because arbitrary code execution on the base Linux OS is cited. Evidence is incomplete for fixed versions in the provided bundle, so remediation should be anchored to Cisco's advisory.

Mitigation direction

  • Inventory Cisco IOS XE devices and flag any running 16.4.1.
  • Review Cisco's advisory for fixed releases or supported workarounds before upgrading.
  • Limit Guest Shell access to trusted administrators with least-privilege roles.
  • Audit local administrative accounts and remove stale or shared credentials.
  • Monitor device logs for unusual Guest Shell activity and privilege changes.

Validation and detection

  • Confirm whether Guest Shell is enabled on in-scope IOS XE devices.
  • Verify only authorized administrators can access Guest Shell.
  • Compare installed IOS XE versions against Cisco's advisory.
  • Review recent administrative login and Guest Shell activity logs.
  • Document compensating controls where immediate remediation is not possible.
