CVE-2019-12637: Cisco Identity Services Engine Multiple Stored Cross-Site Scripting Vulnerabilities

Multiple vulnerabilities in the web-based management interface of Cisco Identity Services Engine (ISE) could allow an authenticated, remote attacker to conduct cross-site scripting (XSS) attacks against a user of the web-based management interface. The vulnerabilities are due to insufficient validation of user-supplied input that is processed by the web-based management interface. An attacker could exploit these vulnerabilities by persuading a user of the interface to click a crafted link. A successful exploit could allow the attacker to execute arbitrary script code in the context of the interface or access sensitive, browser-based information.

Security readout for executives and security teams

Plain-English summary

Cisco ISE management users could be exposed to stored cross-site scripting if an authenticated attacker convinces an interface user to open a crafted link. Successful exploitation could run script in the management interface context or read browser-accessible sensitive information.

Executive priority

Treat as a moderate-priority identity infrastructure issue. It is not listed as actively exploited, but Cisco ISE is security-critical and management-interface compromise can affect administrative trust.

Technical view

CVE-2019-12637 is a CWE-79 issue in Cisco Identity Services Engine Software’s web management interface. The weakness is insufficient validation of user-supplied input, with CVSS 3.0 score 5.4 and vector AV:N/AC:L/PR:L/UI:R/S:C/C:L/I:L/A:N.

Likely exposure

Exposure is most relevant where Cisco ISE web management is reachable by authenticated users beyond tightly controlled admin networks. The source bundle does not specify affected versions.

Exploitation context

The bundle does not show active exploitation, and KEV is false. Exploitation requires an authenticated remote attacker and user interaction by a management-interface user.

Researcher notes

Do not assume all Cisco ISE versions are affected from this bundle alone. The key validation gap is exact version exposure and Cisco’s fixed-release guidance in the vendor advisory.

Mitigation direction

  • Check Cisco’s advisory for affected and fixed Cisco ISE Software releases.
  • Apply Cisco-provided updates or workarounds when confirmed applicable.
  • Restrict ISE management interface access to trusted administrative networks.
  • Limit management roles and accounts to least privilege.
  • Warn ISE administrators against opening untrusted management-interface links.

Validation and detection

  • Inventory Cisco ISE deployments and record running software versions.
  • Compare versions against Cisco’s advisory for affected and fixed release details.
  • Confirm the management interface is not broadly reachable.
  • Review administrator access logs for unusual authenticated management activity.
  • Verify privileged users follow link-handling guidance for ISE administration.
