CVE-2019-12631: Cisco Identity Services Engine Cross-Site Scripting Vulnerability

A vulnerability in the web-based guest portal of Cisco Identity Services Engine (ISE) could allow an unauthenticated, remote attacker to conduct a cross-site scripting (XSS) attack against a user of the web-based management interface. The vulnerability is due to insufficient validation of user-supplied input that is processed by the web-based management interface. An attacker could exploit this vulnerability by persuading a user to click a crafted link. A successful exploit could allow the attacker to execute arbitrary script code in the context of the interface or access sensitive browser-based information.

Security readout for executives and security teams

Plain-English summary

Cisco ISE had an XSS flaw in its web-based guest portal. An attacker would need to trick a user into clicking a crafted link. If successful, script could run in the user's browser session and expose browser-accessible information or alter interface content.

Executive priority

Handle through normal vulnerability management unless ISE portals are broadly exposed or high-privilege users frequently access them. The main business risk is credential-adjacent browser compromise through administrator interaction, not unauthenticated system takeover.

Technical view

CVE-2019-12631 is CWE-79 in Cisco Identity Services Engine Software. The issue is insufficient validation of user-supplied input processed by the web-based management interface. CVSS 3.0 is 6.1, network exploitable, low complexity, no privileges, user interaction required, changed scope, low confidentiality and integrity impact.

Likely exposure

Exposure is limited to organizations running Cisco ISE Software with the vulnerable guest portal. The bundle does not identify affected or fixed versions, so asset owners must confirm applicability against Cisco's advisory.

Exploitation context

The provided sources do not report active exploitation, and this CVE is not marked KEV. Exploitation requires social engineering a user into opening a crafted link, then executing script in the browser context of the interface.

Researcher notes

Evidence supports reflected or stored web input validation failure only at the level described in the CVE text. The source bundle does not provide affected version ranges, fixed versions, proof-of-concept status, or confirmed exploitation.

Mitigation direction

  • Review Cisco's advisory for affected releases and fixed-release guidance.
  • Reduce access to ISE guest and management interfaces where operationally possible.
  • Warn ISE administrators against unsolicited links targeting ISE portals.
  • Prioritize remediation for externally reachable or broadly accessible deployments.

Validation and detection

  • Inventory Cisco ISE deployments and guest portal exposure.
  • Compare deployed ISE versions against Cisco's advisory.
  • Confirm administrative interfaces are not unnecessarily exposed.
  • Review security monitoring for suspicious ISE portal link activity.
