CVE-2018-19879: An issue was discovered in /cgi-bin/luci on Teltonika RTU9XX (e.g., RUT950) R_31.04.89 before R_00.05.00.5...

An issue was discovered in /cgi-bin/luci on Teltonika RTU9XX (e.g., RUT950) R_31.04.89 before R_00.05.00.5 devices. The authentication functionality is not protected from automated tools used to make login attempts to the application. An anonymous attacker has the ability to make unlimited login attempts with an automated tool. This ability could lead to cracking a targeted user's password.

Security readout for executives and security teams

Plain-English summary

Certain Teltonika RTU9XX routers, including RUT950, allowed unlimited automated login attempts against the LuCI web interface. If an attacker can reach that interface, weak or reused administrator passwords could be guessed, exposing router control and connected network traffic.

Executive priority

Treat as high priority for remote sites, industrial networks, or branches using affected Teltonika routers. The vulnerability can turn weak passwords into device compromise, but urgency is lower if management access is tightly isolated.

Technical view

CVE-2018-19879 affects /cgi-bin/luci authentication on Teltonika RTU9XX firmware R_31.04.89 before R_00.05.00.5. The login function lacked protection against automated attempts, allowing anonymous repeated password guessing. CVSS 3.0 is 7.1 with adjacent-network attack vector and low complexity.

Likely exposure

Exposure is most likely where Teltonika RTU9XX web administration is reachable by untrusted LAN, Wi-Fi, VPN, or adjacent-network users. The provided data does not prove internet exposure by default.

Exploitation context

The source bundle does not show CISA KEV listing or active exploitation evidence. Practical risk depends on interface reachability and password strength; the issue enables credential guessing rather than direct unauthenticated takeover.

Researcher notes

Evidence identifies missing automated-login protection, not a memory corruption or command execution bug. The affected structured CPE data is incomplete in the bundle, so validation should rely on model, firmware version, and vendor release information.

Mitigation direction

  • Upgrade affected RTU9XX firmware to R_00.05.00.5 or later per vendor guidance.
  • Restrict LuCI administrative access to trusted management networks only.
  • Use strong, unique administrator passwords on affected routers.
  • Review vendor firmware notes before applying production updates.
  • Monitor for repeated failed login attempts against /cgi-bin/luci.

Validation and detection

  • Inventory Teltonika RTU9XX devices and record firmware versions.
  • Confirm whether any device runs R_31.04.89 or earlier affected builds.
  • Check whether /cgi-bin/luci is reachable from untrusted adjacent networks.
  • Review authentication logs for unusual repeated failures.
  • Verify updated devices report R_00.05.00.5 or later.
