The SwarmKit toolkit 1.12.0 for Docker allows remote authenticated users to cause a denial of service (prevention of cluster joins) via a long sequence of join and quit actions. NOTE: the vendor disputes this issue, stating that this sequence is not "removing the state that is left by old nodes. At some point the manager obviously stops being able to accept new nodes, since it runs out of memory. Given that both for Docker swarm and for Docker Swarmkit nodes are *required* to provide a secret token (it's actually the only mode of operation), this means that no adversary can simply join nodes and exhaust manager resources. We can't do anything about a manager running out of memory and not being able to add new legitimate nodes to the system. This is merely a resource provisioning issue, and definitely not a CVE worthy vulnerability.

Security readout for executives and security teams

This CVE describes a claimed Docker SwarmKit manager denial of service where authenticated nodes repeatedly join and leave until new joins fail. The vendor disputed treating it as a vulnerability, saying joining requires a secret token and the failure reflects manager memory/resource exhaustion rather than unauthenticated attack. Exposure appears limited to Docker Swarm or SwarmKit environments where untrusted or compromised parties can obtain valid node join tokens and repeatedly exercise join/quit behavior against a manager. The source bundle does not identify affected CPEs, downstream Docker versions, or cloud service exposure. Handle as a limited-priority operational resilience item unless your environment depends on Docker Swarm and join tokens are broadly exposed. There is no sourced evidence of active exploitation or a named patch in the bundle. Mitigation focus: Check current Docker or SwarmKit vendor guidance for supported versions and operational recommendations.; Restrict and rotate swarm join tokens according to normal cluster access procedures.; Limit who can create or join nodes in swarm environments..
