ATT&CK comparison: previous to v19.1

Version comparison pages are backed by stored bundle hashes, normalized manifests, and changelog files when multiple ATT&CK releases are imported.

Comparison manifest pending

The route is ready for release-to-release reports. The sync pipeline stores versioned bundles and manifests so comparison data can be generated without scraping MITRE pages.
